II. Key Announcements & Decisions
HoC Resignation and Election:
Announcement: Odette Atheria formally announced she will be stepping down as Head of Caste in five days (on Saturday). She served in the role since before the city was renovated.
Election Process: She distributed the Caste Head Election Process Proposal (Proposed by Muse Steele) for review. Key points:
Election is called by the Ubar or his designate.
Candidates have 7 days to declare intent to run.
1 week allotted for campaigning, including a debate event.
A silent poll will be conducted over 3 days involving applicable caste members and all other HoCs.
The Ubar will cast the tie-breaking vote.

III. Velniar's Proposal for Non-Resident Registration (Technical Deep Dive)

[12:21] Odette Atheria: "I am disappointed that there have been no trials yet, but I would deduce from the evidence that no serious crimes were perpetrated. Velniar, our Archivist, our record Keeper. How have you been faring?"
[12:23] Velniar Esharham he nods and spoke " The records lay before me, each line examined with deliberate care. The figures aligned, the names matched, the seals were true. Where clarity existed, I marked it complete; where the trail of ink faltered, I noted the absence, already calculating who the parties were, and how best to restore their entries to order. Correction, after all, is not indulgence, but duty.
The only documents yet untouched remain in the mailbox of their negligent sender — unprocessed, for they bear neither proper date nor correct form. They will not be filed until they meet the standard. To do otherwise is to invite chaos into the archive, and chaos has no place beneath my hand. In time, all errors will be rectified, all records aligned, and each parchment returned to its rightful place, as law and order demand.. Not all within our caste find it to be of care however. but its not my place to say so and already done as the lady You Odeete and put the paperwork back to be fixed yet its been a week if

To correct minor, yes, but Scribes themselves should not be making erros. it is understandable if our residents do such, for they are not as learned and careful as we are."

[12:31] Velniar Esharham: Yes — seals and caste registrations from the Cove may be received and recorded; they are, in truth, tokens of identity and claim, and as such belong in the archive. They do not, by mere presence upon parchment, render a non-resident subject to our city’s laws; law is enforced by jurisdiction, not by signature alone. Yet registration confers recognition and certain practical privileges: trading permissions, safe-pass assurances, and a formal place in our rolls that can be called upon in diplomacy or dispute.
If you would have this done correctly, the process must be precise:
Receipt and Inspection. Accept the document only in person or by an accredited courier. Inspect the seal and signatory for authenticity — compare impressions and witness marks against our exemplars. Note any irregularity immediately.
Verification. Cross-check names, castes, and claims against extant records. If a person is unknown, open a provisional file and list the sources to be pursued. Any missing elements (date, witness,

Caste Head Election process Proposal:
An Election is called for by the Ubar or his designate.
Any member if the caste may state their intent to run. Candidates will have 7 days from the announcement of the impending election to put their name in.
1 week will be allotted for campaigning, there will be a debate type event held during this week for candidates to state their platform to the city at large.
After campaign week has ended there will be a silent poll conducted over 3 days. All members of the applicable caste plus all other HoC will have a vote. The ubar will cast the tie breaking vote if there is a tie. Otherwise he will not vote.
After 3 days the polls close and winners announced.
Anyone who is a member of the Teletus Caste Hall in good standing is eligible to run and vote regardless of where they live. To be considered a member in good standing they must meet the following criteria;
a) they must have sworn to the homestone or sworn allegiance to the Ubarate.
b) they must be active in the caste hall and performing caste duties for

" then to Kati " the Ubar has stated there was to be voting as to those who put they name in the hat.. from there there will be one chosen for the honer of safeguarding the caste already founded.
